dc.descriptionEl sistema de regalías colombiano que tiene como finalidad la compensación para un desarrollo sostenible, tanto en las regiones mineras, como en los demás municipios del país, consiste en la entrega de recursos como contraprestación por el agotamiento de los recursos naturales no renovables, destinados al mejoramiento de la calidad de vida de los habitantes de las regiones donde se explotan. Este trabajo explora el fenómeno ocurrido en Amagá con respecto a la explotación del carbón mineral, las regalías que éste genera y su relación con la inversión social, especialmente en la salud, el cual, por Constitución y por ley, es uno de los rubros en los que se deben invertir dichos recursos. De acuerdo con las fuentes consultadas, se evidencia que en el periodo 2006-2010, la inversión social en salud con recursos provenientes de las regalías ha sido mínima en el municipio de Amagá, lo que trae dos implicaciones. De un lado, el desconocimiento de la administración municipal de los mandatos legales y constitucionales referentes a la inversión de los recursos fruto de las regalías, y de otro, la falta de vigilancia de los organismos de control, tanto del orden regional como del nacional, respecto de dicha situación.spa
dc.description.abstractThe Colombian royalty system has to the compensation for sustainable development, both in the mining regions, as in other municipalities, and provides resources in return for the depletion of non-renewable natural resources, intended to improve the quality of life of the inhabitants of the regions where they are exploited. This paper explores the phenomenon occurred in Amagá regarding to the exploitation of mineral coal, the royalties that the coal generates and its direct impact on social investment, especially in health, which, by the Constitution and by law, is one of the items in which these resources should be invested. According to the consulted sources, it appears that in the period 2006-2010, social investment in health with resources from royalties has been minimal in the municipality of Amagá, which brings two implications. On the one hand, ignorance of the municipal administration of the legal and constitutional mandates concerning to the investment of resources resulting from royalties, and in the other hand, the lack of monitoring of the control agencies of both the national and the regional order, regarding to the situation.eng
