This research article follows the documentary review methodology and has the purpose of giving a hermeneutic dimension to the evaluation report by the District Comptroller of Medellin of the fiscal control of public policies on environment implemented by the Mayor’s Office of Medellin between the years 2012 and 2020. It is proposed that public policy functions as a link between the abstract scope of norms and concrete execution through intervention in the improvement of the quality of life of citizens living in the Aburrá Valley; therefore, the control of public budget expenditure in such implementation is not a merely statistical aspect of technical rigor, but a procedural guarantor of transparency in public expenditure that safeguards concrete fundamental rights and requires an adequately defined conception of citizenship. First, the importance of fiscal control of environmental public policies is conceptually grounded in the specialized literature; second, the methodology used in the article is explained, emphasizing the importance of the citizen aspect involved; third, the results are presented and discussed in parallel; and, finally, conclusions are drawn from each agreement and it is indicated that there is a component of citizen pedagogy that is still not duly highlighted and that depends on the exercise of citizen autonomy as the capacity to convert policies into practices. © 2023, University Institution of Envigado.
