The measures adopted by governments to address the pandemic impact the exercise of access rights in environmental matters. In Colombia, these measures have manifested themselves in a profusion of regulations and public documents from national and sub-national authorities. The overall objective guiding this article focuses on understanding how these regulatory measures adopted by the Colombian National Government altered the exercise of rights of access to information and participation in environmental matters. To this end, it initially describes the legal context made up of the extraordinary legislation that is the basis of the measures implemented to deal with the pandemic in the country. Then, a hermeneutic analysis is undertaken on the restriction to the access to environmental information through the regulations issued during the emergency caused by the pandemic, the limitations imposed to the previous consultation and the environmental hearing are studied, and briefly the pronouncements made on these issues by the Inter-American System of Human Rights and its special organs are presented, to finally offer some conclusions. In order to achieve the tasks outlined, a methodology based on the qualitative research model was implemented, with the application of the hermeneutic method and the legal dogmatic approach, applying the documentary technique both for the collection of information and for its analysis. © 2021.
