Social innovations respond to the emergence of Innovation Systems that support changes not driven exclusively by a techno-economic rationality. And although universities make efforts to complete the innovation cycle through their research, few manage to advance to the innovation phase. To deepen the study, regional research is developed on the technologies that universities in Ibero-America have been developing, the literature on TRL and the desirable characteristics were used in the design and execution of research projects in universities with respect to variables and criteria of social innovation including the concept of scientific diplomacy in a collaborative effort through nine higher educational institutions and eight countries. © 2022 IEEE.
